Age the shelf by last sold date
The single field that makes ageing possible is when each part last sold, and it is the field most often missing. Without it, dead stock is a feeling. With it, the dead share, the value and the write-down are three lines of arithmetic.
Separate slow from dead
A part that sells twice a year is slow and probably worth keeping if it is cheap and small; a part that has not moved in two years is dead whatever it cost. The cut-off is yours and the sheet does not enforce one, but pick it deliberately rather than by feel.
Price the exit before you take it
Work the write-down against the cash back before you discount anything. On the worked example a 60% write-down returns $12,384 and frees the space that was carrying it, which is a different decision from writing it off and keeping it on the shelf.

Is dead stock the same as obsolete stock?
Close enough for the arithmetic. Dead is defined here by time since last sale, which you can measure; obsolete usually means the vehicle it fits has gone, which you have to judge. The sheet works whichever definition you feed it.
Should I return it to the supplier instead?
If your supplier has a returns or stock-adjustment agreement, that is almost always better than discounting, and it is worth asking before a write-down. What is recoverable that way is a negotiation, not arithmetic, so the sheet does not assume any of it.
Does keeping dead stock hurt anything beyond space?
Yes, and it shows up in turns. Dead value sits in average inventory, so it drags the turns figure down every quarter and makes the whole shelf look slower than the parts that are actually selling.
